STATE OF WASHINGTON DEPARTMENT OF ECOLOGY
AND
CITY OF REDMOND
PURPOSE: To amend the Agreement between the state of Washington, Department of Ecology,
hereinafter referred to as “ECOLOGY,” and City of Redmond, hereinafter referred to as
“CITY” or “CONTRACTOR.”
WHEREAS, the original Contract No. C1500059 provided funding for a pilot street sweeping
effectiveness study as a task in the larger monitoring program. The City of Redmond
secured other funds to repeat the street sweeping study in another subbasin which will
occur over the next several years. The final report prepared for the street sweeping study
will be paid with separate funds and will be shared with Ecology but is not a deliverable
on this contract. Additional funds are needed to sample and analyze for a novel chemical
recently discovered to contaminate stormwater that are not currently part of this street
sweeping study.
WHEREAS, This amendment adds a new Task to add sampling and analyzing data for water
chemistry parameters in an already existing street sweeping study effort being conducted
by the City of Redmond. Results and findings will be combined with other data and
reporting that is planned under this contract’s Task E2.
IT IS MUTUALLY AGREED the Agreement is amended as follows:
1) Task E6.0: WY2023 Street Sweeping Chemical Analysis: Add water samples in the Tosh Creek
and County Creek watershed existing sampling effort for the parameters PAHs and 6PPD-
quinone. Use an accredited laboratory, or seek an accreditation waiver if no labs are accredited by
Ecology. Sample collection will follow the Addendum 1 to the Quality Assurance Project Plan
for the Redmond Paired Watershed Study (Herrera, 2022). This involves the collection of up to
twelve grab samples over the water year during storm events (three each quarter) at 4 stations. In
