Thisstrategyhighlightsthegovernment’s
commitmenttodevelopingIreland’sIFSsector.This
commitmenthasbeeninplaceforoverthreedecades,
sincetheInternaonalFinancialServicesCentrewas
establishedin1987.Thesectorhasprovenresilient
overmulpleeconomiccyclesandtochangesin
internaonalregulatoryframeworks.
TheIrishgovernancemodelcombinesstability,a
partnershipapproach,andappropriateexibility,
whichallowsustorespondtorapidlychanging
globaldynamicsandtoemergingchallengesand
opportunies.
Profoundchangesthatconnuetoaectthe
sectorincluderestructuringtriggeredbytheglobal
nancialcrisis,regulatoryandtechnologicalchanges,
climaterisk,macroeconomictrends,andgeopolical
developments.
Globally,theIFSindustryisbecomingincreasinglycost
sensive,technologicallyenabled,heavilyregulated,
andselecveofbothproductandgeographicalfocus.
Theindustryisineectrunningaquasi-permanent
opmisaonagendainwhichitconnuallyseeks
ecienciesincapital,product,process,andlocaon.
InIreland,theindustryhasgrown,becomemore
technology-intensive,addedmoreregulatedfront-oce
acvity,createdastrongntechecosystem,becomean
emerginghubforsustainablenance,andstrengthened
itsproductandserviceoering.Thesectorisrelavely
labourintensive(especiallyinback-ocefuncons),and
hasasignicantmulpliereectthroughitsextensive
useoflegal,audit,accounng,soware,andother
professionalservicesrms.
AIandautomaoncouldreduceemploymentinthe
sector,especiallyinback-ocefuncons.Oneof
theaimsofthisstrategyistoavoidaconcentraon
ofbusinessacviesthatcouldbevulnerableto
thateect.Thiswillbecoupledwitheortsto
secureacviesthatarehigherupthevaluechain.
DevelopmentsinAIandautomaonwillneedfurther
analysisonanongoingbasistoensurethatIreland
canreacttoemergingchallengesandopportunies.
ThisanalysiswillbeinformedbytheworkoftheEU,
IMF,WorldBank,andOECD,andbyindustry.Itwill
alsoneedtoidenfywhichtypesofworkandwhich
IFSsectorsfacethegreatestthreatsfromAIand
automaonandhowthesecanbestbeaddressed.On
theotherhand,developmentsintechnologycanalso
haveaposiveimpactonIFSinIreland.Itprovides
opportuniestostreamlinebusinessprocesses,reduce
costs,andimprovethelevelofskillsavailable.
Thelevelofexperseandlinkagesinnancialservices
andtechnologyinIreland,togetherwiththehighlevels
ofeducaonandskilledworkersintheeconomy,mean
thatIrelandiswellplacedtocounterthesechallenges
andmaximisetheopportuniesthatemerge.This
strategysupportsthestructuresalreadyinplace,and
promotesnewaconstoensurethatIrelandhasa
coordinatedresponsetothesechallenges.
ItisclearthatmanycurrentIFSjobscouldundergo
signicantlevelsofchangeinthenextvetotenyears.
Forsomesubsectors,jobsinthefuturewillbevery
dierentfromtoday’sandthereisthepotenalfor
theretobefeweroftheminsomeareasofthesector.
Conversely,newjobsarelikelytobecreatedinnew
areasofacvity,someofwhichareintheveryearly
stagesofdevelopment.Irelandwillneedtofuture-
proofexisngemploymentandbusinessacvies
byidenfyingvulnerableareasandworkingwith
companiestodevelopmechanismstoassisttheir
adaptaon.Asworkersmovebetweenoccupaons
andsectors,therewillneedtobeagreaterfocuson
reskillingandupskillingthosealreadyinwork,on
improvinglifelonglearning,andonensuringgraduates
areequippedwiththeskillstocontributeinthe
high-techeconomyofthefuture.Wemustprepare
ourselvesforchangeandensureoureconomyiswell
posionedtoadapt.AtanaonallevelinMarch2019,
thegovernmentlaunchedFuture Jobs Ireland 2019:
Preparing Now for Tomorrow’s Economy,awhole-of-
governmentframeworktoenhanceproducvity,
ensurequalityandsustainablejobs,andbuildaresilient
andinnovaveeconomy.Itwillensurewearewell
posionedtoadapttothetechnologicalandother
changesthatoureconomyandsocietywillfacein
theyearsahead.Thiswillinvolveworkingwiththe
educaonsector,EnterpriseIrelandandtheIDA.
ThequesonofhowIrelandcanbeerposionitself
towinagreatershareofbusinessfromtheAsia–Pacic
regionwillalsoneedfurtherconsideraon.Ireland
hasmadeprogressinrecentyears,suchasensuring
thatChineseRQFIIquotasareavailabletoIrishfunds
andthatIreland’saracvenessasafundsdomicileis
cleartoChineseassetmanagers.IrelandoersChina
anidealrouteforaccesstoglobalcapitalmarkets,
andhowwecanharnessthatopportunitywillbe
consideredoverthelifeofthestrategy.
Thisstrategyprovidesanannualopportunitythrough
theaconplanstoidenfyandimplementacons
thatmaybecomenecessarybecauseofdevelopments
inthewiderecosystem.
