I.Introduction
PlanningProcess
ThePortlandtoMilwaukielight railalignment isunderconstructionandwillopenin 2015.Duringthe
summerof2013,theCityofPortlandwillbegintheInnerSEStationAreaPlanningeffort,whichwill
updatethevisionandlongrangeplanfortheareasaroundthefournewcloseinSEPortlandlightrail
stationsatOMSI,Clinton,RhineandHolgate.Duringthisfirstphaseofplanning,aseriesofworking
groupmeetingsandotherpubliceventswillbeheldoverthesummertogathercommunityinputonthe
futurecharacterofthesestationareas.Duringthesecondphase,startinginthefall,ideaswillberefined
tocreateapreferredconceptandspecificrecommendationsforimplementation.
TheOMSIandClintonStationsarelocatedwithintheCentralCityPlanboundaryandthereforeideasfor
thosestationsdevelopedoverthesummerwillbeconsideredaspartoftheSEQuadrantPlan,along
withtherestoftheCentralEastsideDistrictoftheCentralCity.IdeasgeneratedfortheRhineand
HolgatestationareaswillbefurtherrefinedthroughaprocessfocusedontheBrooklynstationareas.
RecommendationswillbesetforthinaBrooklynStationAreasPlanandforwardedtotheCity’s
ComprehensivePlanUpdateprocessforimplementation.
PurposeofthisDocument
Thisdocumentprovidesbackgroundinformation
abouttheOMSIandClintonstationareas.Itis
intendedtogiveparticipantsinthestationarea
planningprocessacommonunderstandingof
existingconditionsandpastplanningeffortsthat
mayinformthisprocess.Aseparate“Rhine&
HolgateStationAreaProfiles”documentisalso
available.
Thestationareaplanningeffortwillfocusmost
heavilyonareaswithin¼mileofthelightrail
stationsbecauseoftheirstrongrelationshipto
andpotentialtobeaffectedbythestation.A
largerinfluenceareaofa½mileisalsoincluded
inordertoconsiderbroaderrelationships
betweenthestations andadjacent
neighborhoods,employersandinstitutions.Most
oftheexistingconditionsinformationpresented
inthisdocumentisforareaswithinthebroader½
mileradius.
OverviewoftheStationAreas
LocatedatthesouthendoftheCentralEastsideIndustrialDistrict,thesestationsareinthemidstofan
industrialarealargelycharacterizedbywarehouse,distributionandmanufacturinguses.
OMSIStation
TheOMSIStationwillbethefirststationontheeastendofthenewbridgecrossingtheWillamette
River.ItwillbelocatedoneblocknorthofSECaruthersStreetnearSEWaterAvenue.TheOMSIstation

isalsoservedbythenewsegmentofthePortlandStreetcarthatrunsthroughtheCentralEastside.The
Streetcarcurrentlytermi natesnearOMSI,butwillbecomealoopsystemwiththeopeningofthenew
bridge.
InadditiontoindustrialusesinthevicinityoftheOMSIstation,theareaincludesanumberofexisting
institutionalusesthathavearegionaldraw.Nearbyuses includeOMSI,PortlandOperaofficesand
practicespaceandtheOregonRailHeritageFoundation(ORHF).BoththeOMSIandOperaproperties
haveroomforadditionaldevelopment.ThePortlandCommunityCollege(PCC)CLIMBCenterisalso
locatednorthofthestationwithina¼mile.Theseuses,andtheirconnectiontotherestoftheCentral
EastsideIndustrialDistrict,havebeenidentifiedaspartofan“InnovationQuadrant”whichiscomprised
oftheCentralCity’seducationandresearchinstitutionsandalsoincludesPSUandOHSU(South
WaterfrontandMarquamHill).
ClintonStation
TheClintonStationwillbelocatedonSEGideonStreet,
justeastofSE12

Avenue.Thenewlightrailalignment
willrunalongsidetheUnionPacific(UP)raillinethat
transectsthearea.Existingdevelopmentimmediately
surroundingthestationisindustrialinnature.Thereare
alsosomelargevacantorpartiallyvacantsites,suchas
theNWNaturalsite,thatarepossibleredevelopment
opportunities.Furtherbeyondthestationtotheeast
aretheLadd’sAdditionandClintonresidentialareas,as
wellasagrowingcommercialnodeatSEDivisionand

,accesstotheClintonStationfromthe
nearbyresidentialandcommercialareaswillbe
challenging.Pedestrianandbicycleimprovements,
includinganewmultiusepathconnectingtothe
Clintonbikeway,willoccurwiththelightrailprojectto
helpwiththissituation.
TheOMSIandClintonstationswillbeaccessible fromPortland’sWestsideviathenewlightrailbridge,
aswellasfromadjacentresidentialneighborhoodsinSEPortland.Theircloseinlocationalongwith
significantredevelopmentpotentialandlargeblockpatternsuggestthatopportunitiesmayexistto
greatlyincreasethedensityofemploymentusesandjobswithinwalkingdistanceoflightrail.

ClintonStationsarewithinindustrialand
employmentzones.Asyoumovefartherfrom
thestation,thereisalsoasignificantamount
ofresidentialzoningwithin½mileofthe
ClintonStation.
TheindustrialzonedareaswiththeOMSIand
ClintonStationAreasfallwithinthegeneral
industrial(IG1)andheavyindustrialzones,
whichprovidelandformosttypesof
industrialusesincludingw arehousingand
freightmovement,wholesalesales,industrial
service,andmanufacturing.Thesezones
implementtheindustrialsanctuarypoliciesof
theCity’sComprehensivePlan.Theprimary
purposeoftheindustrialsanctuarypolicyisto
“encouragethegrowthofindustrialactivities
inthecitybypreservinglandprimarilyfor
manufacturingpurposes”.Thefundamental
notionunderlyingthispolicyistoprovideforeconomicdiversityandgrowthandensurearangeof
employmentopportunitiesbyreservingstrategicallylocatedportionsofthecityfirstandforemostfor
industriallanduses.

Employmentzoningalsooccupiesasignificantamountofland,particularlyintheOMSIStationArea.
Mostoftheemploymentzonedlandfallswithinthegeneralemployment (EG1andEG2)zones.The
generalemploymentzonesallowawiderangeofuses includingindustrialandindustrialrelateduses
andsomeamountofofficeandretailuse.Residentialusesareallowedonlyunderlimited
circumstances.BothstationareasalsohavesomeCentralEmployment(EX)zoning,whichisamixeduse
zoneintendedforareasinthecenteroftheCitythathaveanindustrialcharacter.TheEXzoneisoneof
theCity’smostflexiblezones,allowingawiderangeofindustrial,office,retailandresidentialuses.
OMSIStationArea
Thepredominantzoningwithin½mileoftheOMSIStationisindustrial,whichcomprises69percentof
thelandareaandatotalof141acres.TheOMSIStationAreaalsocontains33 acresofemployment
zonedland,whichmakesup16percentofthetotalarea.Generalemploymentzoningismostcommon
with21acres.Therearealsocloseto12acresofEXmixedusezoningwithina½mileofthestation,
locatedontheMLK/Grandand11

corridors.Itisworthnotingthatseveraloftheparcelsthatare
currentlyzonedindustrialnearOMSIhaveaComprehensivePlandesignationofmixedemployment.
Thismeansthezoningofthoseparcelscouldbechangedfromindustrialtoemployment,allowinga
broaderrangeofcommercialuses.
Together,theindustrialandemploymentzoningcovers85percentoftheOMSIStationArea.The
remaininglandintheareaincludessomesingledwellingandmultidwellingresidentialzoning(11%),a
smallamountofcommercial(3%)andopenspace(2%)zoning.

OpportunitySubarea(EOS).TheEOSallowsagreater,butstilllimited,amountofretail,officeand
industrialofficeusethanisallowedin

subarea.TheprovisionsoftheEOS
expandopportunitiesforsmall
manufacturingandcreativeservice
typesofusesthatthriveinlowcost
convertedwarehousespaceinthe

ClintonStation
TheimmediateClintonstationislocatedissomewhatofanislandframedbytheUnionPacificandMAX
railalignmentstothenorth/northeast,PowellBoulevardtothesouth,andMilwaukieAvenuetothe
west.ThelandsimmediatelyadjacenttothestationitselfcontainthelogisticsfacilityforthePortland
FireBureau,StacyandWitbeck’slightrailconstructionstagingfacility,andafewsmallparcelswithsmall
onestoryemploymentuses.TriMetownsathinelongatedparceloflandbetweenGideonStreet and
thenewlightrailstation.Northofthestation,acrosstheUnionPacificrailrightofwayarelandsthat
transitionfromindustrialusesdirectlynexttotherail,toamultifamilyandthensinglefamilylanduse
patternheadingtowardSEDivision.
Predominantlanduseswithina¼mileoftheClintonStationareresidential,whichmakeup30percent
ofthelandareawhencountingbothsingleandmultifamilyusesresidentialuses.Commercialusesare
alsosignificantat27percent.Combined,industrial,publicownedfacilitiesandutilitiesmakeup22

percentofthelandarea.ItshouldbenotedthattheNW Naturalsiteisshowninthepublic
owned/utilitiescategory,whereastheCityofPortlandFireBureaulogisticssiteisshownasinstitutional.
ThereareanumberofpropertiesneartheClintonStationthatareorsoonwillbeavailablefor
redevelopment.Specifically,theparcelsownedby StacyWitbeckandTriMetlocatedimmediately
adjacenttothestationwillbeavailableforredevelopmentoncerailconstructioniscomplete.Thereare
alsoanumberofpropertiestothewestofMilwaukieandDivision(discussedbelow)thatareashort
walkingdistancefromthestationandwhichcouldbedevelopednoworsoonafterlightrailconstruction
iscompletedinthisarea.
PowellTriangle
BetweentheOMSIandClintonstationsisalargeareaoftheCentralEastsideframedbyPowell
Boulevardtothesouth,DivisionStreettothenorth/northeast,McLoughlinBoulevardtothewestand
MilwaukieAvenuetotheeast.Forthepurposesofthisdiscussion,thisareais beingcalledthe“Powell
Triangle,”althoughitisworthnotingthattheareaispartoftheCentralEastsideIndustrialDistrictand
doesnothaveaspecificdesignationbeyondthat.
Thisareaislargelydevelopedwithindustriallanduses;however,thereareanumberoflargesites
withinthisareaarepotentialredevelopmentsites.Thelargestindustrialoperatorinthisareais
Darigoldwhichhasalargefacilityinthecenterofthissubareaand whichwrapsanothersmaller,butstill
sizableparcelthatoncewashometoLandofLakes.Thisareaalsocontainsalargelyvacantproperty
ownedbyNWNaturallocatedacrossMilwaukieAvefromtheClintonstation,aswellasanumberof
redevelopmentparcelssouthofSEDivisionwherepreexistingstructuresweredemolishedtomakeway
forthenewlightrailalignment.
ThesouthernboundaryofthisareaalongPowellBoulevardcontainsastripofcommercialretailuses
suchasanightclub,veterinaryclinic,gasstation,fastfoodrestaurantandtwositesthatarevacantor
containvacantbuildings.Someofthesesitescouldbeconsi deredredevelopable.

D.EMPLOYMENT
IndustrialsanctuarypoliciesimplementedintheCentralEastsideIndustrialDistrict,aswellasthe
designationoftheCentralEastsideasaFreightDistrictintheTransportationSystemPlan,have
contributedtotheOMSIandClintonstationareasprimarilyindustrialemploymentcompositionand
character.WhilerecentshiftsinemploymenttrendsintheCentralEastsideindicatethatthedistrictis
transitioningtoplaymoreofanincubatorroleintheCentralCityandcitywideeconomy,industrial
employmentremainsstrongandcontinuestobethepredominantemploymenttype,nearly48percent
oftotalemployment,intheOMSIandClintonstationareas.Thereareatotalof8,835jobsat646firms
within½mileoftheOMSIandClintonstations.

EmploymentintheOMSIstationareaispredominantlyindustrial.Utilities,construction,manufacturing,
wholesale,transportationandwarehousingmakeupalmost50percentoftotalemployment(3,442
jobs).MultipleentertainmentdestinationsintheOMSIStationareaserveasthemajoremployersfor
jobsintheentertainmentandfoodservicessectorgroupwhichaccountsfor11percentoftotal
employmentinthestationarea.Knowledgebasedandcreativefirms(e.g.,professionalandtechnical
services,softwareandinformation,realestateandmanagementofcompanies)aremoststrongly
representedintheOMSIstationareacomparedtootherinnersoutheaststationsareas.Knowledge
basedandcreativefirmsaccountforapproximately12percentoftotalemployment(785jobs.Thereare
atotalofapproximately6,900jobsintheOMSIstationareaat406businesses.

circulation.
ThereisasignificantgapinthepedestrianandbicyclenetworkbetweentheClintonstationareaand
destinationswesttowardstheriver.Currently,bicyclistsandpedestriansboundfortheSpringwater
Corridor,theEastbankEsplanade,andtheHawthorneBridgeuseSEDivisionPlace.DivisionPlaceisalso

salmon,andsteelheadandbulltrout,tothe
ColumbiaRiver.Thesefishdependonclean,

waterareaandbeachsouthoftheHawthorneBridge,inthevicinityoftheLightWatercraftLaunch.Itis
oneofonlyafewshallowwaterareasalongtheCentralReachoftheWillametteRiver.

TheWillametteRiverisalsopartofthePacificFlywayandisutilized bymorethan200residentand
migratorybirdspecies.Shorebirdsandwaterfowluseshallowwaterareasandexposedsandandmud.
Waterfowlandgullsusethevegetatedshorelinealongtheriver.PeregrinefalconnestonWillamette
Riverbridgesandperchonpilingsandbuildings.
WaterqualityisanissueoftheLowerWillametteRiver.Theriverdoesnotmeetwaterquality
standardsforbacteria,mercury,dioxin,temperatureandvariousothertoxicsandheavymetals.Ore gon
WaterQualityIndexvaluesfrom2001to2010fortheLowerWillametteRiverinPortlandhavebeenfair
andthetrendissteady.Highinstreamtemperaturesduringthesummermonthsareofconcernfor
migratinganadromoussalmonids.

AccesstotheRiver
ThereareseveralopportunitiestoaccesstheWillametteRiver intheOMSIStationArea.The
SpringwaterCorridorbikeandpedestriantrail,whichconnectstotheEastbankEsplanade,runsthrough
thestationareaprovidingpeopletheopportunitytotraversenorthandsouthalongtheriver’sedge.
ThereisaviewingplatformadjacenttotheriverinfrontofOMSIwhichallowspeopletostepoffthe
trailandspendtimeviewingtheriver,downtown,andtheMarquamandHawthornebridges.
PhysicalaccesstotheriverisavailableatthePortlandSpiritandOMSIdocks,andLightWatercraftboat
launch.ThePortlandSpiritdockprovidesaccesstoprivateboattoursoftheriver,andtheLight
Watercraftboatlaunchcanbeusedbythepublicforsmallboataccess(e.g.canoeorkayak).
